The Henrico Planning Department is primarily responsible for land use regulations in the County. Planning staff can assist you with questions about new and existing development, from rezoning requests to variances.

 

*** PUBLIC HEARINGS UPDATE ***

      • The Planning Commission meeting for rezoning and provisional use permits will be held on Thursday, August 13th, 2026 at 6:00 p.m. Please note this meeting will be held in the Henrico Western Government Center, 4301 E. Parham Road, Board room. 
        • The meeting will be live-streamed and anyone may participate remotely.  Individuals interested in speaking  remotely may access the meeting by going to https://henrico.gov/planning/meetings and selecting the hyperlinked Webex Event when the meeting begins at 6:00 p.m.
      • The Board of Zoning Appeals meeting will be held on Thursday, August 27, 2026 at 9:00 a.m. Please note this meeting will be held in the Henrico Western Government Center, 4301 E. Parham Road, Board room. 
        • The meeting will be live-streamed and anyone may participate remotely.  Individuals interested in speaking  remotely may access the meeting by going to https://henrico.gov/planning/meetings and selecting the hyperlinked Webex Event when the meeting begins at 9:00 a.m.

Draft 2045 Comprehensive Plan Update

On July 28, 2026, the Board of Supervisors adopted the HenricoNEXT 2045 Comprehensive Plan. The Plan represents a multi-year effort to establish a cohesive vision to guide Henrico County land use and infrastructure decision-making over the next 20 years. Its major focus is on infill and redevelopment while also addressing sustainability and environmental responsibility. The document advocates for a strong multi-modal transportation network and promotes affordable housing through a mix of housing types and locations.

Lakeside Land Use Study

The Henrico County Department of Planning, in partnership with local architecture and planning firm Glavé & Holmes, is in the process of creating a draft land use plan for the Lakeside corridor after completing a public design charrette during the week of August 25th. The Henrico County Planning Department, in partnership with Able City, hosted a Community Open House on June 1, 2026, to discuss the draft vision developed during the March 23 – 26, 2026 charrette and studio sessions. For more details, please visit the project page.

Zoning and Subdivision Ordinances

On July 28, 2026, the Board of Supervisors amended the Subdivision and Zoning Ordinances to implement the 2045 Comprehensive Plan, align the County Code with recent changes to the Code of Virginia, and revise and update certain provisions.
